Where it fits
Builds and runs the plant around the tools: cleanrooms with tightly controlled air, ultra-pure water (UPW) systems, chillers and cooling towers, steady power and waste-water treatment. A fab uses millions of litres of water a day, and power cuts of even seconds can scrap wafers.
Why it matters
Every Semicon 1.0 and 2.0 project pays this layer before it earns anything. Tata Projects built Micron's Sanand plant (contract Sep 2023); Tata Electronics signed Taiwan's Kelington for Dholera infrastructure (Sep 2026). Semicon 2.0's capital support (25-40% of project cost) indirectly funds these orders.
Where the value pool sits
Construction and utility packages are large one-time orders with engineering margins; UPW and HVAC systems add recurring service and consumables income. Chip plants are a growth niche for Indian water and HVAC companies rather than a large share of their revenue today.
Key drivers
Twelve approved Semicon 1.0 plants (over ₹1.64L Cr) moving through construction
Semicon 2.0's talent pillar now trains people in cleanroom operations and fab construction
Same utilities are needed for display fabs and battery plants
Potential bottlenecks
Specialist cleanroom and UPW know-how still comes largely from Taiwanese, Japanese and US firms
Reliable water and power supply at new sites (Dholera, Jagiroad)
Skilled construction labour for cleanroom work
Investor metrics to watch
Semiconductor-related order wins (disclosed in exchange filings)
Order book growth in water-treatment and HVAC segments
Construction milestones at Dholera, Jagiroad and Jewar
